Dry Blood and wiped out semen on human body

HI My question is how dangerous can it be if some dry blood on somebody's body cut comes in contact with tounge of other person and what if we kiss a spot where infected person semen was there but was just wiped out by say paper tissue how effective can HIV be in this way
