I recently mutually masturbated with another male who ejaculated on my thigh. A small portion of semen ran down my leg and I wiped it up - there is a slight chance that some made it to my anus in <30 secs. In the past, I have had anal fissures (some blood after going to bathroom). I do not recall any blood that day after going to the bathroom, but I am not sure. I asked the guy if he had been tested and he said yes and he had engaged in nothing but mutual masturnation or some oral and was "very careful" since his last negative test 5 months ago

There was no penis to anus contact nor penetration, just semen on body.

1. Is there any chance of the semen that reached my anus infecting me? There was no blood at the time and I wiped up all semen that I saw
2. Does no penetration = no risk?
3. Has anyone ever been infected in this manner?
4. Would you recommend getting tested?

Other than this encounter, I am in a monogamous relationship with my wife & both have been tested.

Welcome to the Forum.  this was a no risk exposure.  No one has have become infected with HIV through mutual masturbation.  This is the case despite the fact that most people have small areas of irritation, cuts, scrapes, fissures or other skin imperfections which may get contaminated in the process.  HIV is sexually transmitted through DIRECT contact, not indirect contact as secretions are "spread around" during sexual activities.  Thus, in answer to your specific questions:

1.  Nope, no chance from the description you provide.
2.  Yes, you are correct.
3.  No.
4.  I see no medical need for testing related to this exposure.

Your comments are calming and alleviate my fears.  One follow up question:

If the fissure was active or open (which I am fairly sure, it wasnt), would this be a risk or the "indirect contact" mean zero risk (no need to test)

I will not test needlessly and recognize that my fears are borne from irrational "worst case" scenarios.

Also, I appreciate the work Dr HHH, yourself are doing. Is there a way to make a donation to the forum?

No, the risk is zero irrespective of the status of the fissure.  I urge you not to worry. EWH

I am uncircumcised. Does this increase or decrease the risk from mutual masturbation? Or make no difference?

No matter what your circumcision status, mutual masturbation remains no risk.  EWH

Thanks for the follow up answers. My question was related to potential risk of having semen or pre-semen under foreskin. I washed 30 mins after mutual masturbation but noticed skin peeling off the glans (glands) (dry skin?) a few days later..I shower daily. I doubt semen would be under foreskin that long without me noticing...

Could I be at risk for having pre-semen or semen under my foreskin? Or is hand-genital contact no risk at all regardless of sexual fluids since this is indirect?

No, there is no risk at all fom hand to genital contact (masturbation) - the presence or absence of a foreskin does not change this.  EWH

Just for clarification, do hands make it no risk? or air? Would this be no-risk even though my glans (glands)/urethra made contact with some (not mine) semen on my thigh with no hands contact?

You need to stop.  Your anxiety is out of control.  This would even be no risk if there were no hands involved.
