Exposure to blood on hands

I have read that in order for hiv to be a worry (in regards to exposure to blood on skin) there has to be blood to blood contact, meaning hiv pos blood has to come in contact with hiv neg blood through an open, bleeding cut.  Does this mean that if blood comes in contact with an old cut, say a papercut that is 2 days old and no longer bleeding, there is no risk of transmission?   Anyone have any info?
