Exposure to preseminal fluid

Curious of the risk associated with the following situation between two men:

If a man with his own preseminal fluid on his finger anally fingers another man who suffers from anal fissures and hemorrhoids, is the man being fingered at risk of contracting HIV? The anal fissures bleed occasionally after bowel movements indicating they likely never fully heal.

I understand that fingering is considered a NO RISK activity among experts on this forum, but would there be an exception in this situation?

No exceptions. HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions, therefore, it does not spread or maintain infectiousness outside its host.
