How effective are condoms in preventing HIV transmission?

I recently gave oral sex to a guy that I didn't know very well. He did not ejaculate in my mouth or anywhere close to my mouth. However, there was a significant amount of pre-ejaculation. What are my chances of contracting HIV/STD's as a result? Should I get tested? How long should I wait? Thank you.

latex and polyurethane condoms have been shown to PREVENT the transmission of hiv...of course that is without condom failure.
