HIV HSV and relevance of a condom

I've searched for posts related to this issue, and have found some info.  I'm now just trying to confirm that I'm understanding the issue correctly.

The issue is regarding the increased risk for HIV infection in association with HSV.  My understanding from reading the forum is that even with a condom, it is possible for a HIV(-) male to become infected via vaginal intercourse with an HIV(+) woman if the woman has HSV and passes it on to the man through skin-skin contact.  That is, the HIV can infect through what would appear to be in-tact skin in association with HSV.  Is a correct understanding?

Also, does oral HSV factor into an increased risk for HIV infection?

Oh.  I was looking at the comments below from Dr. Hook and that was what I came away from it with . . .

"When persons with HIV have herpes outbreaks, there are increased amounts of virus present in the herpes lesions, making them more likely to be transmitted to others.  Transmission of HIV does certainly occur in persons who have otherwise intact appearing skin.

How should I understand this comment?

You cannot transmit HIV via intact skin.

So I guess he means that " other than the lesion" the skin is in- tact. Does that seem to be what he is saying?
