HIV Risks if you have red bumps/sores on tip of penis

Hi All,
I'm seeing red bumps(small reddish) on tip of my penis. But no pain or itchiness.
Questions:
1. Can red bumps make HIV infection easier as in for other STDs?
2. What is difference between red bumps and sores?
3. What causes red bumps?
4. Does tip of penis can be allergic to condom lubricants?
5. How to treat red bumps?

But, few days ago, I'm start seeing red bumps on tip of my penis. That's why posted new questions with regards to this new red bumps findings. Sorry if I used wrong forum.
