I've got real OCD about this and keep posting, I keep thinking I can catch HIV from semen on my hands and clothing, which I've been told isn't true, but how long would semen remain active if it was on my hands? I don't understand how it becomes inactive, I'm no biology student.

No this would not be a risk at all.
You cannot get HIV from environmental exposure and this would be classed as that. Almost immediately upon exposure to the environment the HIV virus become unable to infect.
