I have a few questions I want to know if I'm okay.

1) How long does HIV survive in semen in open air??
2) Can HIV transmit in open air? Or is it only inside the body. (Through Urethra)

If anyone can help, it will be greatly appriciated.

Yes. This was a no risk situation and it doesnt matter how many different ways you look at it, it isnt going to become a risk situation.

So, even if he just came, if he came into open air first, the HIV would have been inactive already??

No, it would have been inactive almost as soon as it was on his hand. This exposure was NO RISK for HOV transmission.

he had his semen on his hand and maybe on my penis. and was jjerking me off and rubbing my penis head. so could i have gotten hiv through this if his semen went in my urethra?

If he was jerking you off I dont understand what your concern is? However in any event, there is no risk of HIV transmission from mutual masterbation.

he came and he jerked me off. would the hiv still be active? could i get infected?

I am not sure what you mean, but it becomes inactive just as quickly when present in semen as anywhere else.

I do not mean transmission casually, like dried up semen etc.
More like instant, where his semen is at my urethra within minutes..

1)It becomes inactive within seconds, if that.
2)No, HIV can only be transmitted inside the body, or via a needle.
