Had you cut the end of your finger off then you might have a small concern. You will never contract HIV from fingering, protected vaginal or anal sex or masturbation, nor kissing.
Any further insight Teak (or anyone else for that matter)? I likely don't understand well enough how HIV transmission works but I'm surprised that it would take something as severe as cutting off the finger tip to risk exposure.
There are too many environmental factors that are hostile to HIV in your incident. Things like oxygen, changes in Ph and temperature render HIV inactive.
