Only if the guy had herpes and gave you oral could you get herpes on your penis. You don't get herpes on YOUR penis if you gave him head.

If you have sores on your genitals with hairs coming out of them it is most likely just an irriation of the hair follicle. As far as I know herpes sores are blisters and they do not have hairs coming out of them.
