Hiv ELISA TEST RESULT PLEASE EXPLAIN ME

i have taken HIV ELISA test after exposure of 5 months it came negitive the lab report is

can anyone please explain me the result. Is there any still chance of getting hiv after 5 months of exposure.

Or the above test result is 100% accurate.

But i still have symptoms like skin allergies (small red spots & pimples  in my chest and back arms) from 15 days..

my blood sample reading for the test is 0.61 is there any chance that will increase to 1 after the test means is there any chance of increasing the infection

worrying alot please clarify me..
