Question #1........Yes. Penetration means your penis HAS entered the vagina.
Question #2.......Rubbing the clitoris, the vulva and labia is still considered frottage.
Question #3.......Because the clitoris, vulva and labia are OUTSIDE the vagina, any vaginal fluids are also OUTSIDE the vagina and the virus CAN NOT infect OUTSIDE the body as it has been exposed to air.

Thanks a lot mam.i was waiting for your advice since i read someones post that contact of pennis head to inner labia is risky.that was my stupid action which i regrate.i already book the tkt for home country to test all std.you can understand this waiting period is like hell specially when u cant share it with anyone.
I am very much concern for hiv.other std is curable and i can manage to handel it maturely.
I have some queries just for my understanding.if we can explain me it will be great to me
1.When we say penetration.it mean penetration inside vagina hole.
2.Rubbing with vagina that include rubbing with clitoris ,labia minor is still consider as frotrage and it is not come under frottage not penetrative sex.
3. Labia area is mucous membrane and contain vaginal fluid.though this part is not inside vagina still it is not very exposed .Why it is difficult for infection when mucous area near pennis head rubbed agnaist labia area.

You did not misunderstand the term frottage. The very basic definition of frottage is "genital rubbing." Frottage can be done with or without clothes. If done naked, as in your case, as long as there is no penetration, there is NO RISK for HIV which can only be transmitted INSIDE the body. Since there was no penetration, you had ZERO risk for HIV. You are safe!
I brought up the possibility of OTHER STD's because any time there is genital skin to skin contact, or contact with vaginal fluids, there is a CHANCE of acquiring some STD's like genital warts, which is known as HPV.
Vaginal fluid can contain the virus, but once it is OUTSIDE the body (which is where YOU contacted it) it has been rendered inactive (unable to infect) due to exposure to air and temperature changes. This is why you are NOT AT RISK FOR HIV.
When you go home for testing, tell your doctor you had naked frottage and he/she will decide what, if any, testing you should have.
I'm sorry if I have caused you any concern, and it's most probable that you do NOT have an STD.........but testing is the responsible thing to do. If you don't test and do have an STD, you would pass it on to your next partner.

Almost all said frottage is safe.I confused the defination of frottage.during rubbing of pennis over vagina,Pennis head have not entered into the main vagina hole but it may be entered inside the labia or lip of the vagina which contain vagina fluid.

You are safe from HIV so should stop worrying and are so safe that you don't even need to test.
HIV is instantly inactivated in air and also instantly in saliva which means it is effectively dead so it can't infect from oral, touching HIV or any sexual activity outside the vagina or anus. It doesn't matter if you and they were bleeding or wet with her fluids at the time either because the HIV is effectively dead.
Only adult risks are unprotected penetrating vaginal or anal sex or sharing needles that you inject with but you didn't do that so you had no risk. This sentence is all you need to know to protect yourself against HIV.
Even with blood, lactation cuts, rashes, burns etc air and saliva do not allow inactivated virus to infect from oral, touching HIV or any sexual activity outside the vagina or anus. The above HIV science is 40 years old and very well established so nothing you can add will make it a risk.
She likely knew there was no risk without penetration, so that is why she didn't use a condom because she didn't need protection from you.
