Hiv test at 11.5 weeks

Hi, i would like to know if my combo hiv test is definitive. I took it at 11.5 weeks and came back negative. I catched chlamydia from this encounter. One week after the same sexual encounter with a female, i had skin rash all over my chest and back and a little on my arms and legs. I also had diarhea for two weeks and two night sweets with a low fever. Skin rash went totally away 7 weeks later.

Is my test conclusive despite the simptoms?
Can the skin rash be a reaction of my body to chlamydia ?
