Hiv test at the mark of 59 days, value 0.06%? what does it mean?

Dear doctors,
2 and a half months ago. I had an experience which i regret everyday of my life since then. I went to a massage parlour and the girl there and i got intimate.
We used a condom and i was very nervous, i entered a little bit from behind and a little bit from the front (vagina) and came. That was it.
then i started freaking about the stds and hiv. I went to a doc next day and got tested for HiV after 24 hours it came back negative but i know it is not reliable that soon. So i took another test of HIV after 59 days and it came back negative but there was a value mentioned 0.06%. It came back negative but there was a value 0.06 and it was said you are HIV positive if its 1 or above 1. But mine was 0.06 and negative. What does that mean? Will it increase? I am afraid that i might increase till its third month window.
Also i am having sore throat, pain in my right testicle and also pain in the head of my penis. I am worried sick about it.
from three days i am feeling really weak specially in my legs i feel really weak down there. Also my neck feels swollen and its difficult to swallow stuff. It all started happening three-four days ago. I am really scared of stds and that i might have contracted hiv even thought two negative results. What does that value mean? Will it increase.

If you had protected sex with a condom then there was no risk . Below 1 @ index value is negative hiv test.these points revolve .at any other hour it could be .38 or .18 .still they are below 1 so still you would be hiv negative

As long as the value is under 1, it's negative.

Relax,test at 59th day is almost conclusive.
