I'm anxious about being positive

Hello I'm a 22 year old female and about 3 weeks ago I had unprotected sex with someone I met online. We keep in touch still and I've asked him multiple times if he's been tested for everything and he says he's completely clean. He even told me that I need to stop thinking he has HIV because he gets tested for everything after he sleeps with someone.
I have GAD so I guess I still tend to freak out and think that maybe he has HIV because t Bexar county(San Antonio) has high rate of HIV( I just moved here). I took a rapid blood hiv test at the three week mark and  it came back negative.

I read online that usually at 3 weeks you body develops antibodies for HIV. Am I in the clear and just being anxious?

By take a test do you mean a HIV rapid test?

Yes, you had a risk from unprotected sex.  

If can't take a DUO, then repeat that test around 6-8 weeks, then again at 3 months.

Can I take another rapid-test in 3 weeks?
I dont know if I have money for a DUO test/i dont know where to get one

Does it also seem like i'm at risk?

Any negative test is good.

Take a DUO test at 28 days.
