Labcorp: HIV EIA Test results standards? Confused!!

I know I'm reading too much into this, but why the annonation on my results?

I tested for HIV(EIA) through my healthprovided. They sent my blood to Labcorp for testing. I got my results, negative=nonreactive. Great news!! But confused on how they worded the annonation. Is this the standard for everyone testing through labcorop?

According to Labcorp all negative results come back all the same if someone is negative: Results<1.00 Reference<1.00 and with the annonation(Annonatoin: specimen reactivity at the cutoff considered relatively negative.

Is the annonation a standard procedure? and why?
