Magnetic Relationship and Mutual Mastuabation

I have been with my Boyfriend for around 4 months now. He informed me up front that he is HIV + and I am HIV -. We have been practicing extremely safe sex. I am the insertive partner using condoms each time and it has never broken. Well another issue has came to mind and is worrysome and I need to know if this is too risky to do anymore. He has cracked dry lips and we kiss, he does give me oral sex and rimming. But I think that is almost no risk.
Also we give each other handjobs, and he has taken a tiny bit of his precum and put on the head of my penis and used that as lube before. And he said he is not sure if thats safe and is worried about me.

Are these event's extra risky or should I not worry about catching HIV? The acne and dry lips seems kinda silly but the Precum is a bit frightening. That said we are a very happy couple, just trying to do everything right. Thanks everyone.

No, mutual masturbation is no risk, and that takes into account exposure to secretions of the other partner (precum, etc.)
