Need a bit more clarrification

Below quote is from Dr. Jose Gonzalez-Garcia, MD, MRCGP, PhD.

"From the point of view of HIV infection, the risk was very low, and that would only really be if there was ejaculation in the mouth"

Did he meant to say there is a little risk if ejaculated in the mouth?

Dr Garcia has said numerous times that oral sex is zero risk.
