Need help very confused

Well had sex with multiple partners about 16 weeks ago , I had been on an anabolic steroid cycle, testosterone and Decca and also some tren, I got tested at 4 weeks again at 8 weeks and 13 weeks all tests were negative, I've recently developed a what looks like a rash all over spread from my arms and and my legs just pinkish red spots that itch uncontorolably and that is the only thing that is happening no fever or might sweats no enlarges lymph nodes just inching and bumps, my question is do I need to get tested again because I heard that being on long steroid cycles can cause a person  delayed seroconversion. Please help

13 weeks is conclusive--move on--you don't have HIV.
