Oral Sex and Menstruation

I want to know what the risks are of catching HIV after the following episode.

I was performing oral sex on a girl, mainly clitoral and my tongue was licking the outside of her vagina, not inside.
After this we had protected vaginal sex. Condom was intact after I ejaculated and withdrew.

When I took off the condom I noticed there were some specks of blood on it and when I questioned her she said she was due to start her period anytime soon.
Assuming she was HIV positive, what would be my chances of catching HIV from this episode.
Also after reading many questions on your website I get the impression that menstrual blood is less infectious than vaginal fluids, why is this?
