Oral sex

Hi all, from the place I come from (Italy) what you say about oral sex is that there is no risk no matter if one performs a fellatio or cunnilingus or if  one gets blood or sperm in the mouth. What you state in this forum is that  oral sex is always no risk and no need to get tested for hiv  , am i right?

As far as I know safer sex(from italian and swiss sites) means to not get sperm or blood in the mouth and have always protected penetrative sex for both vaginal and anal sex. So this implies that if one gets some blood or sperm inside the mouth this would be a risk of getting hiv, and the risk would be even higher if one has got some open cuts inside the mouth. Insted here in the medhelp, as fried 12 had confirmed, you say that no matter the blood or sperm brought inside the mouth, no matter open cuts in the mouth, no matter if you are performing cunnilings or fellatio, THE RISK FOR ORAL SEX IS ALWAYS ZERO. How could be possible such difference in opinions?
