You were never at risk for contracting HIV from receiving a blow job. No one would give you PEP. It's unwarranted.
Dont be so scared, oral sex carry only a theorical extra low risk, since he tested negative at 2 weeks the extra low risk follows down to a half of it, an then the chance you got it from him is even a lot more lower,
