Risk assessment for vaginal fluid contact

Case #1 - Say you rubbed her P.ussy and got vaginal fluid on your hand and later you use that same hand to touch your urethra a few moments later.  What is the risk of HIV?  

Case #2 - Say that you hand vaginal fluid on your hand and it dried.  Then you use water to try to wash away the fluid.  Guess what I'm trying to say is does the HIV virus survive outside the body (vaginal fluid is dried)?  Another questions is: does water bring back/protect the HIV virus to make it active and capable of infecting the subject?

one last question what if you got her vaginal fluid on your hand and you use that hand to touch your urethra QUICKLY?
