Risk?

I read an article, share the  mascara, it has a risk of hiv, Is it true?
So a person who use the mascara, and If it was bleeding around her eyes, the blood mixed into the mascara,if hiv in the blood,  the next person using the mascara accidentally get the blood  inside the eye, have any risk?
I want to know if the hiv can die within several seconds in the mascara?

I am sorry,my question is very strange
