Strange Re-occuring Rash on hand and arm. Never had this before.

So probably 6-7 months ago I did it with this girl i didn't know. I was on vacation.
3 weeks later i got sick with a sinus infection and somewhat of a fever. Dr. Hook said it was not hiv related and that my Combo test at 6 weeks proved it. However, I am afraid of hiv-2, as the test could not disprove that. I did take a oraquick at 3 months and it was negative for both 1&2.

However, a 2-3 weeks after I got sick I started to get this rash of red dots under my skin. It's itchy. They are under the skin and not above and do not protrude or bump or anything. Its just a lot of red dots. It happens on the top of my left hand and up the arm a little ways, OR on the underside of my arm.

It happens for no reason at all, or it happens because I took a hot shower, or had my hand under a hot desk lamp while studying, or because I put a watch on my hand.

Here are some pictures:     https://www.instagram.com/greengrassbluesky2017/

Please help. I don't know whats happening. It doesnt stop. It just keeps happening.
What is it? Is it normal or hiv related?

You have no medical training so need to stop questioning the 40 year old science as if you were an expert. Your previous posts were deleted, so likely you know all there is to know about HIV.
