Current methods for the detection of HIV may not detect all infected individuals. An ARCHITECT HIV Ag/Ab Combo test result that is nonreactive does not exclude the possibility of exposure to or infection with HIV-1 and/or HIV-2. Nonreactive results in this assay for individuals with prior exposure to HIV-1 and/or HIV-2 may be due to antigen and antibody levels below the limit of detection of this assay.
Earlier detection and a conclusive negative result are not the same. 4th generation test can detect earlier than your standard HIV but it will not give a conclusive negative test result any earlier. The above information is from the FDA approval. They are the only ones that give approvals, no one can alter the approvals except the manufactures of the tests with the FDA's approval.

I have recently posted a few questions that where answered by Joggen and Dr. Hook. Both have told me that a DUO antibody/antigen test will provide a definite/conclusive answer at 4 weeks after the exposure. This is in contrast to your answer. Did I understand both of them incorrectly?

There are no tests marketed or sold that will give a conclusive negative test result less than 3 months.
