Testing accuracy

I have two questions 1. Is there any way that a negative HIV test at 32 weeks would be inaccurate, delayed for any reason? 2. If you had HIV for years and did not test until you were ill could it reflect a negative result.
I am asking this as I have white spots on my tonsils that have not responded to antibiotics for over three weeks and three different types of antibiotics, a sore throat and major headaches. I also have a lot of neck pain and stiffness, and muscle pain and fatigue. At what point are tests conclusive in light of physical symptoms that can't be explained?
Any thoughts on this would be greatly appreciated

3 month test is always conclusive unless you have a weak immune system due to chemyo, anti-organ rejection medication or chroic IV drug user.
