How common is a false negative rapid test at about 5 1/2 months post exposure. Are rapid tests easy skewd if not done correctly? If the control band shows up and no test band and its been 5 1/2 months does that garuntee no hiv?

No the military would not use a test that is not FDA approved. For further discussions on this I suggest you talk with your medic.

All rapid tests marketed in the US are FDA approved. If you have a concern about a certain rapid test I suggest you go to their website and read the reliability statements.
