Timeframe for testing?

Alright, I know I have posted a few times about my "No-risk" exposure and I am not going to ask any more questions about it. My only question is, since I waited over 1 month to get the HIV ELISA test and the HIV DNA PcR test, would it be conclusive if the tests came up negative? I was worried about a kissing situation which I know is ridiculous, but let's say I was infected one month ago. Would the DNA test come up positive if I was infected?

If you had no risk, how can any test not be conclusive after 1 day?
