Was this safe sex?

Well I had protected sex, even oral sex was protected, the condom didn't break or or slip, my only concern is that the base of my penis wasn't entirely covered by the condom, I did't have visible cuts there, certainly not open ulcers or something like that. My question is should I get tested for HIV? Apparently I used the condom correctly, I was told that the important thing is that the condom never slips,as far as the penis head is protected entirely there is no risk, is that true? I had the condom on at all times, "safe sex" is really safe, even if the base of the penis is unprotected?

You never had any sort of exposure.

Sorry I forgot to add something, Ive been having a candida infection in my urethra, (I barely have any symptoms) but not because of this exposure, I mean I had it from before (Ive been tested for HIV before and Im negative), so when I had protected sex I already had it, but since it was entirely protected sex, that doesn't makes this situation risky, am I right? Thank you for your patience but I just want to learn so I don't have to ask this questions anymore.
