What kind of risk

Sorry, I'm just trying to find out why fingering isn't a risk if there is pre fluids as wouldn't this be the same as penetrative sex, i.e. the fluid is getting into the same place?  Thanks.

It is certainly different from penetrative sex, reason being, in penetrative sex, pre fluids or ejaculating fluids directly come into contact with internal mucus membranes without any exposure to air or ambient environment, whereas in case of fingering, the fluid is exposed to air, thereby inactivating the virus, if the fluid contains any.

You welcome ! Yes HIV can not survive longer when exposed to air, Also, amount of fluid on finger is too small to provide viral load sufficient for effective transmission. For an effective "invasion", large quantities of infected fluid are required.

What about ImStupid's question?  What if there are cuts on the finger and the penetration into the vagina is deep without exposure to air?   I gather the risks are low but has ANYONE EVER contracted HIV under this exposure only?

Yes ! You are right. So far, apart from non sexual routes of transmission (blood transfusion, needle sharing, occupational exposure and mother to child), to the best of my knowledge, there is no case of infection reported other than the following.
1. Unprotected anal sex (more risky being the bottom)
2. Unprotected vaginal sex
3. Rare cases of condom failures.

All other behaviors like oral sex, mutual masturbation, fingering (unless the whole skin is peeled off and bleeding), dry humping etc etc all carry no or extremely low (theoretical) transmission risk.
