accuracy of hiv test

i had an anal intercourse for a couple of mintues i egculated at the opening of the anal almost 1 and half year back recently i got tested for hiv and the result was negative  but in the report they have can yardsticks of up to 9 - negative 9 to 1 borderline greater than 1 reactive.  what all this means.  the report was as follows

Negative                              0.39

I wanna know what is the 0.39 means

Its means the antibody levles are at 0.39  is there any possiblity of this level increasing in the future, does any other aliments like eczeme will also putforth the antibodies.

I many further please question for clearing my view.
