To address the first part of your concern, I must say you did not have a risk. Why ? Because for HIV to transmit, it would require substantial amount of semen contact secondly, it's highly unlikely that the semen contained in the rubber was spilling even if he was flacid at that point of time.
Now, the second part of your concern is nothing but piece of BS, that information is not validated by any means, all they're doing there is speculating.
You're not referring to a concrete data source, stop reading about HIV and think rationally. you're fine, you don't need to test.
