desperate for help ; penis hurts

i'm having this problem for about 3 weeks now , the glans (glands) of my penis has turned red except for the back of the glans (glands) is grey , on the glans (glands) there seem to be zones that look burned (really red)  they don't hurt . the top of of my penis (on the shaft) seem to have red burned bumps when not in erection and these sting when i touch them , although i can't seem to find any ulcers or papules or so ,and i never had sex before i'm pretty concerned about the health of my penis , oh yes i forgot to mention this : my seems to produce a lot more smegma then before , ! does hiv cause anything like this ? thanks for your time !
