fluid on genital, help!! HIV risk??

I did NO penetration but I had some vaginal fluid on the tip of my penis and I masterbated with my hand, would I be in any risk of HIV if the fluid was infected??? Because i wasn't so sure whether she was negative or positive.
But I didn't penetrate her vagina. Is this a risk?? thank you.

transmission takes place INSIDE THE BODY...when a penis is INSIDE a vagina / anus.
