If someone hiv positive have chapped lips with blood and with his hands clean his mouth and then touch my food and seconds later then i eat this food is this risky if i have chapped lips and why. Some doctors they say that when even the blood exposed to envirometal is not risky. Is that correct?

What you describe poses absolutely NO risk at all, period.  HIV can only be transmitted INSIDE the body, as in unprotected anal or vaginal sex...or via injecting infected blood directly into the bloodstream, via drug works.
