half-erect penetration still safe w/ condom

If you penetrate a woman vaginally while not completely hard - but with a condom on - and then become harder as you begin to have sex, is it significantly less safe than penetrating while fully erect?

doesnt matter what state your penis is in as long as the head is covered by a condom.
