"handjob with ejaculation is not a risk even if contact with cuts" But why?

Hello,
If a person gave a handjob, and the other person ejaculated in his hands..you guys said this is a no risk..but why? A cut inside the mouth is a risk, but a cut outside the mouth is not? (based on what I read)
I appreciate your help so much!

Well, I was researching and on an official website it says: "...a few have also become infected by HIV-infected blood getting into the bloodstream through an open cut"----you guys said that there havent been any cases! Im so confused

Thank you so much!!! when you cut yourself, the cut is open and when its open, then the hiv can get into it and infect..but why is it still a zero risk, teak? i promise i wont reply anymore

OHHH!! So, if it touched the skin, then moved and got INSIDE the cut (thats not outside) thats why i got confused when you said that

Not a risk. HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions; therefore, it does not spread or maintain infectiousness outside its host.

How would it get to the cut? Did someone insert their penis in your cut?

Thank you teak, but what do you mean by  "...is unable to reproduce outside its living host", it wouldn't be outside if it got in a cut
