if the needle has blood in the bore

If the needle has blood in the bore from an HIV person, would that be a risk if the needle was used on someone to draw blood out? Like in a hospital.

I had negative tests at 1 week and another at 9 weeks after receiving oral, but just wondered about the needles. The first test was a very big needle that sting my arm, on the 2nd test the needle was very small and tiny and did not hurt at all and only went in a tiny bit. My 2nd test i felt more relaxed about. But if the first needle was infected, would it show up in my 9 week test?
