itching in urethra

I'm am not sure if this is an HIV or STD or possibly a UTI, but I am an 18 year old male who has had itching in my urethra (basically the throughout the whole length of the penis). The itching isnt severe, it is just very uncomfortable at times, I also have had small discharge from my penis which appears to look like semen  with a small swirl of urine-colored yellow in the center. I been having this problem for 3 weeks already. Now, I looked back at my sex-life and I did have unprotected anal sex 3 months ago, and I'm wondering if bacteria probably entered my urethra and possibly made me get a Urinary Tract Disease. I am not sure what is the problem here, but hopefully I could get an answer and a possible way for treating it.

Yes, get tested...Your test for HIV will be conclusive 3 months post exposure of your last unprotected anal sex...

No I have not yet because the clinic that does STD and HIV testing is always packed with people. I should get a test done ASAP. But is this possibly an STD?
The only symptoms I've had, were the one's I've described above.
