I had this test 20 weeks after possible risk  of  expose

#1  is this 100% negative ?
#2 why the index value was <1.00 i need to know if thas normal?
#3 Do i need to retest or not i had this test 20 week after possible infection?

You are HIV negative and do not require additional testing.

No need to retest, your test was a non reactive anti-body test perfomed after 12 week mark. To save yourself from anxiety go and test again but its waste of time. Move on
