negative at 21 days

I had a rapid HIV test at 21 days, results, were negative, how reliable is this please? We did nothave proper intercourse. He just rubbed his penis along my vagina and ejaculated around it. we were also standing up.

Yes that exactly what teak is saying to you.  What you are describing is effectively frottage and is not a risk of HIV.  In order for their to be a HIV risk here he would have needed to have ejaculated INSIDE you not OUTSIDE.
