oral sex & HIV

Dear Doctor,

                  I am 25 years of old. and I had unprotected oral sex with a sex worker on 28th feb. I just kissed her vagina and some amount of vaginal fluid touched my lips. I erased it immediately and I do not have any cut or sore in or out of my mouth. But after 2 weeks I developed red rashes on my limbs and after I applied body oil it got disappeared. Now my questions are:
1: Do I need to test for HIV or any other STD?
2: If I have to do the test then when should I test it?

but I came to know from this forum is that vaginal fluid contains HIV virus and it got touched my lips. Than how come you say I am not expose to it..
