others' semen was used as lubricant to masturbate

Im a chinese and recently met a guy on internet.
we had mutual masturbtion relationship.he ejaculated first.Im sure there was some semen on his hand(after his ejaculation he wiped his hand with towel but not so serious).
Is there any chance that the virus could infected me through my urethra or the cut on my glans(or penis) , coz he had some semen on his hand.and he masturbated me with that hand.
I consulted the cdc in china and they told me I need a test of hiv and syphilis.Im so scared.
Is there really risks? if not why they told me that I need a test???
do I express clearly?my english is not so good...

No risk- HIV is not infectious outside the body. You were told incorrectly- no need to test.
