rapid test??

hi...if you get a negative result of an oral test at 3months....can it be conclusively negative?? or should i still have a blood test...because i remember that the professional told me it's not conclusive,, however,,he didn't recommend me for HIV test for another 3 months...but STD....please help out of this....thanks a lot....
