i developed a rash of just a couple of unusual flat brown spots on my face and a lot of them on the top of one foot - this was accompanied with a fever and a headache. a few weeks later my upper arms developed a very rough blanket of hives
does this sound like ARS rash?

As Teak has stated, you rash does NOT present a rash observed during ARS. If you have had UNPROTECTED SEX with a partner of unknown HIV status, you should obtain an HIV Antibody test 3 months after the episode. Nothing you are experiencing is in any way indicative or specific to HIV.
