is it high or low risk to get HIV if HIV-infected semen gets in someone's eye? also, does semen sting  the eye(even a little bit) if it gets inside the eye? also, is it high or low risk to get HIV if a man who's infected with HIV ejaculates on the outside  area(skin) surrounding the anus?

It is NONE risk to get semen into someone's eyes.

Does it sting? Honestly? I have no idea.

Skin around the anus? No risk... counting that he somehow reached climax and not by anal sex and then pulling out and ejaculating on the skin around the anus.
