semen on vagina

Does semen on the outside of the vagina, like the labia, pose a risk for hiv? For example, if a guy had semen on his fingers and was rubbing the outside of the vaginal area, like the inner labia, but not inside the vagina, would that put you at risk?

Like is the labia a mucous membrane, where hiv could seep through into your blood stream?
