sex with sw in singapore

Here is the situation
1st sex I had 7 month before and I checked for HIV after 6 weeks, result came  out as negative.
2nd sex  I had 2 month before and I checked again for HIV after 8 weeks, result came ous as negative.
both sex was unprotectd oral and protected varginal

Testing was done with sandwich elisa results are
Test value: 0.003
Cut off Value: 0.322
Result: Negative.

I do have 2 questions
1) How effective is this sandwich Elisa to detect HIV?
2) Do I need to test again after 3month. can I move in with this result as negative.
